“ — Ukrainian Prime Minister Arseniy Yatsenyuk has called for an emergency meeting of the UN Security Council amid deadly fighting in eastern Ukraine. Yatsenyuk says that Kyiv wants to present evidence that Russia is attempting to escalate the conflict and disrupt the May 25 presidential election.

— Ukrainian authorities said more than a dozen soldiers were killed in overnight attacks by ”terrorists” in the Donetsk and Luhansk regions, and reports suggested dozens more were injured. It was the deadliest day of the crisis so far for Ukrainian security forces.

— U.S. Vice President Joe Biden was in Cyprus to reassure regional leaders about Washington’s support as the West confronts Russia over its activities in Ukraine.

— Biden also was encouraging energy deals that lessen European dependence on Russian natural gas, saying that ”we need to ensure Russia can no longer continue to use its resources as a weapon against anyone in the region.”

— Former Russian oil tycoon Mikhail Khodorkovsky says imposing more sanctions on Russia for its involvement in the Ukraine crisis risks isolating Moscow, playing into the hands of Russian nationalists. He called on the EU to help Ukraine become more stable, saying this could stimulate reform in Russia.

— In a demonstration against Russia’s annexation of Crimea and Moscow’s role in the Ukrainian crisis, the leaders of dozens of major international companies canceled their attendance at this week’s international business forum in St. Petersburg.” http://www.rferl.org/contentlive/ukraine-live-blog/25382555.html

Statement of the MFA on the ongoing provocations of the Russian side on the border with Ukraine

“Ministry of Foreign Affairs of Ukraine expresses its strong protest against another attempt to illegally cross the state border of Ukraine from the territory of the Russian Federation, which take place with the full connivance of the Russian authorities and unlawful inactivity by Russian border guards.

In particular, on May 21 in Krasnodonsky region of Lugansk Oblast Ukrainian border guards prevented an attempt of several groups of armed militants, who were escorting weapons and ammunition from the territory of the Russian Federation, to illegally break through the state border of Ukraine. The same day the Russian MI-8 helicopter violated the airspace of Ukraine in Sumy Oblast.

These and other provocations by Russian side in Ukraine are regarded as attempts to disrupt the presidential elections on 25 May and destabilize the situation in the eastern region of our country.

Yesterday’s events at the Ukrainian-Russian border has once again confirmed the obvious: Russia continues to violate its international obligations and principles of international relations, hypocritically ignoring the Geneva agreement, deliberately choosing tactics to further aggravate the situation in Ukraine.

We call on the UN, the OSCE and the international community to condemn the aggressive policy of the Russian Federation against Ukraine and continue to take decisive actions in order to prevent disruption of elections in Ukraine and force the Kremlin to adhere to the international law and civilized relations with the outside world.” http://mfa.gov.ua/en/press-center/comments/1396-zajava-mzs-shhodo-chergovih-provokacij-rosijsykoji-storoni-na-kordoni-z-ukrajinoju

Russian Helicopters Allegedly Attack Ukrainian Forces

As we reported below, the Ukrainian army major in charge of the troops who were attacked today south of Donetsk says that his forces were fired upon by helicopters. Two helicopters were also spotted near the scene of the attack.

Kyiv Post reports that, according to the Ukrainian government, Russian helicopters did cross into Ukrainian airspace:

2:46 p.m. — Local residents in the Donetsk Oblast village of Olginka reported that three armored vehicles and 70 reserve army soldiers had been stationed there for three days from western Ukraine. About 4 a.m. on May 22, four mini-vans arrived with people in black masks and started shooting at the reservists, who fired back. Two helicopters also hovered overhead. About 6:30 a.m., two armored vehicles with Ukrainian flags arrived. Ambulances started driving around. Villagers were told that 17 Ukrainian reservists were killed and taken to the morgue in nearby Novotroitskoye. — Oksana Grytsenko

They also share this statement from the Foreign Ministry:

In particular, on May 21 in Krasnodonsky region of Lugansk Oblast Ukrainian border guards prevented an attempt of several groups of armed militants, who were escorting weapons and ammunition from the territory of the Russian Federation, to illegally break through the state border of Ukraine. The same day the Russian MI-8 helicopter violated the airspace of Ukraine in Sumy Oblast.

But this video might be the most interesting piece of information. It appears to show two helicopters in the sky near the incident. At one point there is a large explosion, perhaps the result of one of the helicopters firing at the ground.

There is some discussion, however, as to whether this footage definitively shows the helicopters attacking.

NATO: Russia’s Moves Have Changed Europe, the World

“Russia’s annexation of Crimea and threats to southern and eastern Ukraine has made the world a different place, a senior NATO military official said.

The Russian moves endanger NATO’s aspiration of a Europe “whole, free and at peace,” said Air Force Lt. Gen. Mark O. Schissler, the deputy chairman of NATO’s Military Committee. “Maybe the freedom of every country is not assured now either.”

Schissler spoke to reporters traveling with Army Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff. Dempsey is here for the Chiefs of Defense Meeting.

The chiefs of defense discussed Russia-Ukraine during their meetings at NATO headquarters.

Russia’s moves in Crimea and Ukraine are really new threats to the alliance. NATO officials have trouble describing what has taken place there and what the appropriate reactions are.

“It’s not warfare. It is confrontation. It is aggression,” Schissler said.

“It is hard to understand,” he continued. “It is not classic military warfare. It’s not purely political, it’s not purely military. Clearly there is an information dynamic here that covers the entire aspect of it.”

Russian troops did not wear uniforms, making it difficult to say who the actors are. All of NATO’s reactions have been defensive in nature, and have been transparent. Moving aircraft to the Baltic Air Policing mission, moving aircraft to Poland, moving ships to the Baltic Sea and Black Sea are all prudent, defensive moves.

Sending troops to exercise with the Baltic Republics and Poland is in that same vein. These steps have satisfied and pleased the nations that felt threatened, officials said.

Officials stressed that one in NATO wants to respond to the situation in a way that provokes a bigger outcome or bigger confrontation. From the first, NATO leaders have asked the Russians to de-escalate the situation. They have asked the Russians to move their 40,000 troops away from the border with Ukraine and do things to lessen the crisis first in Crimea, later throughout Ukraine.

While the alliance needs to engage with Russia, the events of the past months cannot be forgotten. “You can’t set the clock back and pretend nothing happened in the past two months,” Schissler said. “A lot of things happened and so we will have to re-set to a new reality.”

The chiefs also discussed Afghanistan. The International Security Assistance Force mission continues through the end of the year. Officials are hopeful that a new Afghan president will sign the basic security agreement and that the alliance will get the necessary status-of-forces agreement necessary for the follow-on mission, Operation Resolute Support.

“I haven’t heard a trend that says we think this whole thing is coming apart, we’re not going to do it,” Schissler said. “Everyone is committed to the plan that NATO has developed over this year to do Resolute Support and we’re hopeful and 100 percent committed to launch the mission once the legal framework is in place.” http://www.defense.gov/news/newsarticle.aspx?id=122302
