http://www.interpretermag.com/ukraine-liveblog-day-84-after-the-referendum-what-happens-next/

The Voice of Russin: Ukraine’s Lugansk declares itself sovereign state

“Ukraine’s self-proclaimed Lugansk People’s Republic on Monday declared itself a sovereign state following a referendum on the status of the region, People’s Governor of the Lugansk region Valery Bolotov said.

”We have chosen our own path of independence from tyranny and bloody dictatorship by Kiev junta, from fascism and nationalism. We have chosen the path of freedom and the rule of law,” Bolotov said in an address to residents of the Lugansk region.

According to Lugansk officials, some 90 percent of the voters supported the region’s drive to secede from Ukraine and become an independent sovereign state during the referendum on Sunday. The move comes shortly after the Donetsk region declared its independence from Kiev earlier in the day and said it would ask Moscow to join Russia.

”We, the people of Donetsk People’s Republic, after the results of the referendum held on May 11, and on the basis of the Donetsk People’s Republic’s sovereignty declaration, announce that the Republic, from now on, is a sovereign state” according to the will expression of the residents of Donetsk People’s Republic, and to re-establish the historical justice we ask the Russian Federation to consider the request of the Republic to join Russia,” Co-Chairman of the government of self-proclaimed Donetsk People’s Republic, Denis Pushilin said in his adress to the citizens. The Sunday’s referendum in the Donetsk region saw about 90 percent of the population voted to break free of the Kiev authorities.

The referenda in the two Ukrainian regions were organized by federalization supporters who refused to recognize the legitimacy of the new government that came to power following the February ouster of President Viktor Yanukovych. Commenting on the results of the vote Moscow said earlier this day that it respected the will of the people in Ukraine’s southeastern Donetsk and Lugansk provinces and hoped the regime in Kiev would do the same.

Donetsk People’s Republic declare itself sovereign state – official

Donetsk People’s Republic (DNR) has proclaimed itself an independent state as a result of a referendum, Denis Pushilin, Chairman of the Donetsk People’s Republic council, says. ”We, the people of Donetsk People’s Republic proclaim the independence of DNR following the results of the referendum held on May 11, and the manifest of the independence of DNR.

Following the will of the people of DNR, who wish to restore historical fairness, we ask the Russian Federation to let DNR integrate with Russia,” Pushilin told on Monday.

”Moscow respects the will of citizens of the Donetsk and Lugansk areas and hopes that the further fulfillment of the results of the referendum will be held peacefully through a dialogue between the representatives of the Ukrainian government, Donetsk and Lugansk,” Russia’s press service says.

More than 96 percent of voters backed the region’s independence from Ukraine.

Donetsk leaders to address border issues first, stick to hryvnia for time being

The authorities of the Donetsk people’s republic (DPR) said their first priority after the May 11 referendum over the region’s self-determination will be to defend and equip their borders.

”First of all, we are facing the task of defending and equipping our borders. We need to secure full control over armed groups and military bases located in the region, courts, prosecutor’s offices and so on. We need to drive all forces of the enemy out of the republic,” co-chairman of the DRP government Myroslav Rudenko told Interfax.

”We will not [stop using] hryvnia for the time being so as not to ruin our economy. At any rate, for now this is a transition period, and after that we shall see,” Rudenko said.” Läs hela den långa artikeln på http://voiceofrussia.com/news/2014_05_12/Ukraines-Lugansk-declares-itself-sovereign-state-4343/

Vad svarar då Ukraina President på detta? Nedan 3 uttalande är från ”Acting President of Ukraine – Official website”

Kl 09:05 Oleksandr Turchynov: The farce terrorists call a referendum will not have any legal consequences except criminal responsibility of its organizers

“The farce terrorists call a referendum will not have any legal consequences except criminal responsibility of its organizers. With such words Acting President, Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov commented on the “referendum” in the Donbas.

“The farce terrorists call a referendum is nothing else but a propagandist cover for killings, kidnapping, violence and other grave crimes,” he said.

According to him, processes, devastating for the economy of Donetsk and Luhansk regions, that actually threaten lives and welfare of the citizens, “are inspired by the leadership of the Russian Federation which aims at total destabilization of the situation in the country, disruption of presidential elections and overthrow of the Ukrainian government”.

“This propagandist farce will not have any legal consequences except criminal responsibility of its organizers,” the Chairman of the Parliament noted stressing that the Ukrainian government will continue fighting against terrorists, saboteurs and criminals.

At the same time, the government will negotiate with those in the east of Ukraine who do not have blood on their hands and those who are ready to defend their goals and beliefs in a legal way,” Oleksandr Turchynov concluded.” http://www.president.gov.ua/en/news/30374.html

Kl 12:33 Oleksandr Turchynov: The round table discussion, during which it is planned to discuss ways to stabilize the situation in the East of the country, will be held in the Parliament on May 14

“The round table discussion, during which it is planned to discuss ways to stabilize the situation in the East of the country, will be held in the Parliament on May 14. It was stated by Acting President of Ukraine Oleksandr Turchynov while opening the Conciliatory Council meeting on Monday.

The Chairman of the Parliament noted that the Counterterrorist operation aimed at protecting citizens’ lives “was carried out yesterday and will be continued today.” “We are doing everything possible to stabilize the situation,” he said. According to Oleksandr Turchynov, at present, the Counterterrorist operation is being carried out in the northern part of Luhansk region. Representatives of law enforcement agencies work in the Western Donbas and in the northern part of Donetsk region. “In particular, joint patrolling of militia and representatives of working brigades of “Illich Iron & Steel Works” and “Azovstal” was resumed. This allows us speak about stabilization of the situation in Mariupol,” Chairman of the Verkhovna Rada said.

Oleksandr Turchynov claimed that the government is ready to negotiate with those “willing to come to the negotiating table to have a frank talk without weapons in their hands”.

Oleksandr Turchynov informed that such negotiations are planned to be held in the Parliament on Wednesday during the round table discussion with participation of representatives of Donetsk and Luhansk regions’ local government, representatives of other regions, intellectuals, cultural figures and people that have a say in the abovementioned regions. “I hope to see leaders of deputy factions and specializing committees there, as well as representatives of Ukrainian and international community in order to have the possibility to negotiate with those who are ready to communicate and do not have blood on their hands,” he said.

“I am convinced that by carrying out systemic measures on fighting terrorism on the one hand, and by finding a format for fruitful conversation with regions on the other, we will overcome the crisis to which the leadership of the Russian Federation pushes us,” he said adding that “it is Russian government who conducts provocations aimed at total destabilization of the situation in Ukraine and overthrow of the Ukrainian government”. http://www.president.gov.ua/en/news/30377.html

Kl 15:19 Oleksandr Turchynov: Not more than a third of population of Donetsk and Luhansk regions participated in the farce called “referendum”

“The farce terrorists call a referendum is nothing else but a propagandist cover for killings, torturing and kidnapping. They want to conceal horrible crimes with this propagandist cover which bears no sense,” Acting President of Ukraine Oleksandr Turchynov claimed opening the Conciliatory Council meeting on Monday and added that “this farce can have only one result – criminal responsibility of its organizers”.

The Acting President informed that according to the Ministry of Internal Affairs and experts who yesterday were in Donetsk and Luhansk regions, 24% of population in Luhansk region and slightly more than 32% of population in Donetsk region participated in this farce. ”At the same time, this farce was not held in many cities at all,” Oleksandr Turchynov said.

The Chairman of the Parliament stressed that Luhansk and Donetsk regions which suffer from terrorists, subversive groups and separatist bacchanalia face a real threat of economic catastrophe.”

http://www.rferl.org/content/explainer-how-eastern-ukraine-referendums-broke-the-rules/25382108.html

Latest from the Special Monitoring Mission in Ukraine – based on information received from 18:00, 9 May until 18:00, 11 May (Kyiv time)

“This update is provided for the media and the public.

The situation in Ukraine remained calm with the exceptions of Donetsk and Luhansk where the situation remained tense. Members of the Special Monitoring Mission (SMM) were stopped at an illegal checkpoint in the vicinity of Luhansk and released 3 hours later.

The situation in Kharkiv was calm. Police presence in the streets was noted by the SMM. Traffic police had blocked the Sumska street and also closed the metro stations ”University” and ”Gosprom”. The SMM observed around 200 people gathered at Liberty Square to state their support for the “referendum” held in the Donetsk and Luhansk regions. The protesters expressed dissatisfaction over the fact that the “referendum” was not held in the Kharkiv region.

In Luhansk the situation was tense. On 10 May SMM members were stopped at an illegal checkpoint on the side road between Starobilsk-Luhansk, about 23 kilometres northwest of Luhansk. The checkpoint is located about 3 kilometres north of the village of Shchastya. After 3 hours the SMM members were able to continue their patrol.

During 11 May, the SMM noticed in Luhansk a low police presence around voting booths established for the “referendum”. The SMM noticed unarmed civilians (wearing St. George ribbons) securing the voting booths.

In Donetsk region the situation remained volatile. Due to the security situation, the SMM restricted its operations.

The situation in Dnepropetrovsk remained calm. The SMM noted roadblocks in the northwest direction towards Kharkiv region (M26 and E105). The SMM located 2 roadblocks, one in the vicinity of Vil’ne village and another on the parallel side road near the same village. Both were manned by a mix of “Self-Defense” personnel and officers from traffic and local police.

The roadblock on the main road from Dnepropetrovsk to Kharkiv (M26) was manned by up to 10 police officers and 5 “Self-Defense” members. The M26 road was also patrolled by a mobile police unit. The other roadblock on the side road E105 was smaller in size, manned by 2 traffic police officers and 2 local police officers wearing flak jackets, armed with automatic assault weapons. The SMM observed that the “Bradske” roadblock continues to be manned by both traffic police and “Self-Defense” members. The SMM observed the “Chapli” roadblock, manned by 6 “Self-Defense” members and 2 unarmed police officers. At the “Igreny” junction roadblock, the SMM noted 7 traffic police officers.

The SMM noted a new roadblock at the junction of the E105 and M04. This roadblock has not been observed before by the SMM. There were 2 traffic police officers and two regular police officers. They were all armed. At 13:00, the SMM observed 6 military trucks escorted by a police car heading south on the E105.

In Kherson the general situation remained calm.

In Odesa the situation was assessed as stable. The SMM monitored a rally organized by opponents of the Government. Approximately 200 people, mainly above 50 years of age, were present. Police presence was small. The SMM went to the memorial service for the victims of the 2 May incidents at Kulikove Polye, where about 400 people were gathering. The SMM observed a normal police presence. People could freely access the Trade Union building.

The western cities of Chernivtsi and Lviv were calm.

In Ivano-Frankivsk the situation remained calm. The SMM observed an increased police presence at the exit/entrance routes of the city in the direction of Lviv, Rohatyn, Kalush, Chernivtsi and Kolomyia. The police patrols, consisting of SWAT teams and regular traffic police armed with AK47s made regular car checks. No incidents were reported.

In Kyiv, and in particular on the Maidan, the situation remained calm. The SMM observed an increased police presence on the Maidan and some of the barricades had been extended to funnel people through single entrances manned by “Self-Defense” guards. A gathering held on the Maidan on 11 May by the “Right Sector” was noticed by the SMM. The audience was mostly attended by elderly people. No incidents were reported.” http://www.osce.org/ukraine-smm/118477

Budget Figures Show Putin has Been Preparing for War for Four Years

“A government’s priorities and plans are most clearly shown in its budget, and over the last four years, the budgets Vladimir Putin has proposed and imposed are those of a leader preparing for war rather than someone concerned about the needs of the Russian people, according to Boris Nemtsov.

In a report on Ekho Moskvy on Saturday, Nemtsov, a Russian opposition leader, publishes a table showing Russian budgetary figures by sector and year since 2011. Over that period, military spending has risen 80 percent, and spending on the special services [intelligence] and police has gone up 50 percent.

Putin’s priorities are obvious, he says. They are headed by “preparation for war and repressions inside the country.” They do not include education, health care or infrastructure development.

The greatest budgetary loser, Nemtsov points out, is education, spending for which if one takes inflation into account has fallen by 30 percent. That has led to the imposition of tuition at the university level and “the degradation” of higher education. The Russian opposition figure says that he is “certain that this is the conscious policy of the highest authority.”

Putin “doesn’t need the intelligent and the educated,” he says. Such people “give unnecessary questions, aren’t loyal and are more difficult to zombify.” Läs hela den intressanta artikeln på

“Referendums by separatists in Ukraine, such as May 11 in Donetsk, “don’t count,” NATO Secretary General Anders Fogh Rasmussen told CNN’s Christiane Amanpour on May 12. “These referendums are illegal, they are organized in a chaotic manner with dubious and ambiguous questions.” Pro-Russian separatists claimed victory in a vote in the eastern Ukrainian region; they say that 90% of voters wanted independence from Ukraine.”

ITAR TASS: PM Medvedev instructs Gazprom to supply gas to Ukraine on prepaid basis from May 13

I think Gazprom has taken all possible steps to settle the situation: we talked with them, we consulted several times, you reported to me and to the president, but we were not heard,” Medvedev noted

Prime Minister Dmitry Medvedev instructed Gazprom to start supplying gas to Ukraine on a prepaid basis from May 13.

“Gazprom has a right to do what has been repeatedly discussed, namely to switch over to advance payments for Ukrainian consumers and Ukraine under the contract,” Medvedev said on Monday, May 12. “I think it’s high time we stopped dandling about. Notify them and move on to advance payments starting tomorrow,” he said at a meeting with Gazprom CEO Alexei Miller and Energy Minister Alexander Novak.

“I think Gazprom has taken all possible steps to settle the situation: we talked with them, we consulted several times, you reported to me and to the president, but we were not heard,” the prime minister said. “If this is so, we must start acting because this can’t be tolerated anymore.”

Medvedev said advance payments for Russian gas would not mean an end to supplies. “The transition to advance payments means only one thing: we will supply as much as they pay for. If they pay one euro, we will supply one euro’s worth [of gas]; if they pay a billion, we will supply a billion’s worth [of gas],” he said.

“Our Ukrainian partners have money,” Medvedev said, referring to the first portion of a loan from the International Monetary Fund (IMF)” Läs hela artikeln på http://en.itar-tass.com/russia/731313

SvD: Fler sanktioner – men vapenaffärerna genomförs

Bara business as usual, med andra ord.”

18 mars tisdag Beslut i ryska Duman.
