Vyacheslav Petrov, a representative of the so called “Headquarters of Free Luhansk Republic”, has made an official statement live at the Luhansk local TV channel.

“Dear compatriots, countrymen, I am a representative of the National Homeguard of free Luhansk region. Republic in the future. As of today, we have seized and control buildings of local-government headquarters and regional Prosecutor’s Office, many building are being seized at the moment. Therefore, I ask you not to panic. Everything is under control. We are preparing for the referendum, which is planned to be held on May 11. Pro-Russian Demonstrators Seize Buildings in Luhansk

“Several thousand pro-Russian demonstrators in the eastern Ukrainian city of Luhansk have seized the regional administration building, the prosecutor’s office, the main police station, and the local television center.

The regional administration building was the first to fall to protesters on April 29 and afterward a group of several hundred people went to the prosecutor’s building and seized it also.

Pro-Russian demonstrators then took over the local television center and the police station.

There were reports of gunfire at the police station.

Acting Ukrainian President Oleksander Turchynov demanded the dismissal of the Luhansk and Donetsk police commanders.

Turchynov said in a statement that the local police commanders in those two cities had ”shown inaction, powerlessness, and in some cases criminal treachery.”

EU Names 15 New Targets For Ukraine Sanctions

The European Union has released the names of 15 individuals targeted by fresh sanctions over their roles in the Ukraine crisis.

The list, released on April 29, brings to 48 the total number of people whose assets are frozen and who won’t be allowed to travel within the EU.

The new sanctions list includes General Valery Gerasimov, chief of the Russian General Staff, and Lieutenant General Igor Sergun, who was identified as the head of the Russian military intelligence agency (GRU).

It also includes Igor Strelkov, named by the EU as a member of GRU who was involved in recent incidents in the eastern Ukrainian city of Slovyansk.

Russian Deputy Prime Minister Dmitry Kozak, who was responsible for the overseeing of the integration of Crimea into the Russian Federation, also was named, along with others involved in Russia’s annexation of the peninsula — such as the acting governor of Sevastopol, Sergei Menyailo, the Russian president’s official representative in Crimea, Oleg Belaventsev, and the Russian government’s minister for Crimean affairs, Oleg Savelyev.

“The High Representative of the European Union for Foreign Affairs and Security Policy and Vice President of the Commission, issued the following statement today:

”Today, we added 15 names to the list of those subject to sanctions for threatening the territorial integrity, sovereignty and independence of Ukraine. 

I am alarmed by the worsening security situation in Eastern Ukraine. The downward spiral of violence and intimidation undermines the normal functioning of the legitimate State institutions. A number of people have been killed, wounded, tortured or kidnapped in the last few days. I notably condemn the shooting of Mayor of Kharkiv Henadiy Kernes yesterday and the detention of military observers from OSCE participating States in Slovyansk by armed separatists since last Friday. All persons still illegally detained by armed groups in Eastern

Ukraine need to be immediately released. I am also concerned about continued attacks on journalists and the deterioration of media freedom environment in Eastern Ukraine, including the illegal seizure of TV transmission towers. 

These developments run counter to the Joint Geneva Statement on Ukraine of 17 April, which set out key steps to de-escalate tensions and restore security. I welcome the concrete actions taken so far by the Ukrainian Government in this regard, notably the pledge to strengthen the powers of the regions and give a prominent status to the Russian language, the drafting of a law giving amnesty to those who freely lay down their arms and the continued collection of illegal weapons. I call on Russia to take now concrete action in support of the Geneva accord. 

We strongly support the OSCE Special Monitoring Mission to Ukraine. We are looking into requests for further assistance to allow the Mission to fully play the role confined on it in the Geneva Statement and count on the OSCE participating States to do the same. 

We will continue to monitor developments closely and if necessary we will look at possible additional individual measures.”



FSB Says Crimean Tatars Must Submit to Russian Rule, Face Prison, or Risk ‘Disappearance,’

“Mustafa Cemilev, the leader of the Crimean Tatar national movement whom Russian authorities have banned from entering his homeland until 2019, says that the Russian security service has told him and by extension his nation that its members must submit to Russian rule, face prison, or, even more ominously, “disappearance.”

Despite Vladimir Putin’s promises to the Crimean Tatars before the Moscow-orchestrated referendum Russia invoked as the basis of the Anschluss of the Ukrainian peninsula and the Russian president’s decree about the “rehabilitation” of the Crimean Tatars within Russia, the messages that Russian officials, both Muscovite and local, are delivering are very threatening.

Kharkiv Mayor Kernes remains in induced coma, being treated at Israel’s Haifa hospital

“Kharkiv Mayor Hennadiy Kernes has been brought to Haifa central hospital in Israel, where he is being treated for a gunshot wound.

Kernes is still in a medically induced coma and on artificial lung respiration, the Kharkiv city council wrote on its website, citing healthcare department director Yuriy Sorokolat.

The decision to move the Kharkiv mayor was made overnight into Tuesday following a consultation between Israel doctors and Kharkiv emergency care hospital doctors.

”As of 9:00 Kernes was in Haifa’s central hospital and the flight went fine,” the mayor’s spokesperson Tetiana Hruzynska posted on her Facebook account.

”Israeli doctors arrived in Kharkiv at around 1 a.m. and joint consultation set the task of bringing [Kernes] out of shock and stabilizing his vitals. So the decision to fly was been made. Israel has had very successful experiences treating such injuries. We hope for the best,” Hruzynska said.

On April 28 at around 11:45 a.m. Kernes was wounded during a jog on Belgorod Highway in Kharkiv. The mayor was brought to an emergency hospital unconscious and underwent surgery. The bleeding was stopped but his condition was deemed serious and he was considered non-transportable.

A criminal case has been opened over the attempt made on Kernes’ life.

Dear fellow citizens

Events in the East of our country have demonstrated the inaction, helplessness, and sometimes the criminal betrayal of members of our law enforcement agencies in the Donetsk and Luhansk oblasts.

This is one of the main reasons for the low effectiveness and lack of results of Ukrainian law enforcement in the struggle against terrorism.

This is hard to admit, but it is true. The vast majority of law enforcement officials in the East are not capable of fulfilling their obligations to protect our citizens.

In Donetsk and Luhansk, new heads of the SBU (Security Service) have already been designated. The leadership of the special force “Alpha” has been completely replaced.

I am also demanding that the Minister of the Interior dismiss heads of the oblast departments of the Ministry of the Interior in the Luhansk and Donetsk oblasts. All the representatives of the police structures in place who are incapable of performing their professional duties will be dismissed. These so-called “law enforcement” members who betrayed Ukraine and began cooperating with terrorists will be responsible before the law.

The situation in the Donetsk and Luhansk oblasts has shown that we have no other choice than to carry out a complete renewal of the police and the Security Service in the East of the country. Those units that surrendered to terrorists without resistance are incapable of protecting the lives and safety of people and to take effective measures to prevent the terrorist threat. They must be completely replaced.

In order to form new and effective units of the Ministry of Interior and the Security Service, we need the help of Ukrainian patriots, especially those who live in the East of Ukraine. This concerns primarily the Donetsk and Luhansk oblasts.

The country needs this decision from you in order to restore the safety of citizens and to take effective steps to stop the terrorist threat. It is this action that will allow us to protect our country at this difficult time.

In the central offices of the Interior Ministry and the Security Service we have installed “hot lines” for registration by volunteers, especially those who have experience in law enforcement and in the Armed Forces of Ukraine.

If the current security forces are incapable of operating in these regions, then we need to replace them to ensure that the duty to protect law and order is carried out.

I believe that together we can protect our country!”


Factory in Lugansk Area Bans Workers From Voting in Presidential Elections

“Ukrainska Pravda’s economic section reports that the owners of a factory in the town of Stakhanov, in the Lugansk region, have forbidden their workers to vote in the May 25 presidential elections:

At a general staff metting the management of the Stakhanov Railway Car Building Works (a joint stock company) have announced at a ban on voting in the Ukrainian presidential elections.

Ekonomicheskaya Pravda was told of this by an employee at the factory.

According to him, workers were warned that, if they voted, they would be fired from their jobs. He also said that such meetings have been held at other companies in Stakhanov.

”The initiators of the voting ban are allegedly colluding with regional leaders” said the source.

Ukrainska Pravda notes that the factory’s exports are dominated by former Soviet states, most of which, bar the Baltic states, are likely to be influenced by Russia’s position. At the moment, the plant is only open two days a week due to a lack of orders. Stakhanov Railway Car Building Works is, according to Forbes Ukraine, owned by the billionaire Konstantin Zhevago. Risk of war in Baltic Sea region “fairly low” – Lithuanian military intelligence

“Despite Russia’s increasingly aggressive policy, the probability of a war in the Baltic Sea region “still remains fairly low” but Moscow’s actions will have negative influence on Lithuania’s security situation in the future, Lithuania’s military intelligence said on Tuesday.

“Russia is not yet capable of starting a military conflict against NATO,” says a report published by the Lithuanian Ministry of National Defence’s Second Investigation Department.”

“The department believes the recent events in Ukraine show that Russia’s armed forces are capable of swiftly generating necessary capabilities and preparations for an operation might be well-disguised.

“It is likely that as Russia is gaining more and more self-confidence and creating increasingly effective measures (first of all, military ones), determination to use those measures will also grow. That will effect Lithuania’s security situation very negatively,” the document states.”

Canadian CF-18 fighter jets leave for Europe to aid crisis in Ukraine

A half-dozen CF-18 fighter jets will be leaving base in Bagotville, Que. Tuesday and heading to Romania.

“The planes will be assisting NATO air-policing operations in eastern Europe as the crisis in Ukraine continues.

The jets and ground support staff will be based in Romania.

“This is in response to the situation that is developing there and frankly more generally to the concern that we have on what really is expansionism and militarism on the part of Russia under the presidency of Mr. (Vladimir) Putin,” Harper said two weeks ago, prior to a meeting with the country’s top military commander, Gen. Tom Lawson.

“I believe this to be a long-term, serious threat to global peace and security and we’re always prepared to work with our allies in NATO and elsewhere.”

The Canadian fighter jets will join warplanes from the United States, Britain, Denmark, Poland, Portugal and Germany, which will be deploying in waves between now and the fall.

Canada is also slated to take part in July in a long-planned, U.S.-led military exercise in Ukraine, known as Rapid Trident 2014, but the government has not been forthcoming about the size and scope of the country’s involvement.”
