Dutch, British, Danes scramble jets after Russian bombers approach airspace over North Sea
“AMSTERDAM — Dutch, British and Danish jets scrambled Wednesday afternoon after a pair of Russian bombers approached their airspace over the North Sea.
The Dutch ministry identified the planes as two Russian TU-95 Bears and said it had launched two F-16s from Volkel air force base to intercept them. The Russian jets were escorted by aircraft from the three NATO members until they departed.
”That’s why we scrambled, that’s why the Danish scrambled and the English scrambled, to ensure they fly out of our air space,” said Maj. Wilko Ter Horst.
Anders Fridberg, spokesman for the Danish Defense Command, said the Russian planes came in from the north.
”We just followed them and just turned back when we reached Germany,” he said.
The Dutch ministry statement said such incidents have occurred before, citing one from March 21 and another from Sept. 10 last year.” http://www.startribune.com/world/256377561.html

US journalist Simon Ostrovsky held by pro-Russian militia in Ukraine
“Pro-Russian gunmen in Ukraine confirmed on Wednesday that they had taken hostage an American journalist, whom they were holding according to ”war rules”, they said, in the town of Slavyansk.
Simon Ostrovsky, a correspondent for Vice News, had not been seen since early Tuesday. He had been covering the crisis in Ukraine for several weeks, first in Crimea and then in the east of the country. He had been following the activities of masked gunmen as they seized government buildings.
Graham Phillips, a journalist, claimed on Twitter to have spoken several times about Ostrovsky’s detention to Slavyansk’s self-proclaimed ”people’s mayor”, Vyacheslav Ponomarev. Phillips quoted Ponomarev Wednesday accusing Ostrovsky of disseminating propaganda. ”@GrahamWP_UK: Mayor has just said that Simon is ok, is comfortable, but said that war rules in operation, accused Simon of propaganda.”
In Washington, the state department spokeswoman Jen Psaki said that the US authorities were ”deeply concerned” about Ostrovsky’s detention, which, she said, violated the agreement between Russia and Ukraine reached last week.” http://www.theguardian.com/world/2014/apr/23/american-journalist-simon-ostrovsky-vice-held-pro-russians-ukraine

“After a meeting with U.S. Secretary of State John Kerry, Lavrov said ”Russia does not have — and cannot have — any plans to invade the southeastern regions of Ukraine.”
“On RT, Russia’s state-run English-language news outlet: ””If we are attacked, we would certainly respond. If our interests, our legitimate interests, the interests of Russians have been attacked directly, like they were in South Ossetia for example, I do not see any other way but to respond in accordance with international law. Russian citizens being attacked is an attack against the Russian Federation.” Russia invaded Georgia in August 2008 after fighting broke out between Georgia and its Russia-backed breakaway territory of South Ossetia.”

From Russia – with love?
Germany’s domestic intelligence service has reported that Russian secret services have been stepping up spying in political and economic circles in Berlin. But though it may have caused a stir, the news is not new.
The tactic sees members of the Russian Foreign Intelligence Services, who claim to work at the Russian embassy, befriend their targets and then arrange regular meetings with them in order to tap them for information about Germany. According to Welt am Sonntag, Russian targets can include scientists, NGO employees, as well as politicians and Members of the Bundestag and their employees.
Poland holds security exercise, 1st in decades
JASCE, Poland — Poland’s security services have begun their first major security exercise in decades, evacuating the Interior Ministry in Warsaw and rescuing three foreigners allegedly injured in a helicopter crash.
The three-day exercise that began Wednesday involves Poland’s police, armed forces, firefighters and border guards. It’s being held at a time of conflict between Ukraine and Russia, which both border Poland.
The goal is to test Poland’s reaction to emergencies and identify areas that need improvement. In 30 different scenarios, the services will be dealing with, among other things, renegade aircraft and radioactive threats. http://www.kansas.com/2014/04/23/3418982/poland-holds-security-exercise.html

Aljazeera – Moscow warns Kiev to pull back troops
“Russia has insisted that Kiev pull back its troops from eastern Ukraine as it accused Washington of distorting an agreement to ease the most serious confrontation between Moscow and the West since the end of the Cold War.
”The Russian side once again insists on the immediate de-escalation of the situation in Ukraine’s southeast, the pullback of units of the Ukrainian army and the start of a genuine internal Ukrainian dialogue involving all of the country’s regions and political formations,” the foreign ministry said on Wednesday.
”Moscow is extremely surprised by the distorted interpretations by Kiev authorities as well as by our US partners of the contents of a declaration adopted in Geneva on April 17 as a result of a four-way meeting between representatives of Russia, the United States, the European Union and Ukraine.”
The Russian foreign ministry said while the Geneva accord called on all ”illegal armed units” to lay down arms, Kiev and Washington were turning a blind eye to what Moscow called continuing provocations by ultra-right militants in Ukraine.
”The Russian side continues to believe that our Western partners are serious when they declare their intention to facilitate a peaceful settlement of the political crisis in Ukraine,” the foreign ministry said.
”Alas, the facts suggest the opposite however. We are still waiting for Kiev, which is responsible for establishing dialogue with Ukraine’s regions, including in the southeast, to fulfil its promises.”

Defense News Interview: Tomasz Siemoniak, Poland’s Minister of Defense
(Intervjun hölls förra veckan.)
“I would like to focus on the long-term consequences resulting from this crisis. What we would like to see very much in Poland is the development of NATO and American infrastructure and an increasing military presence of both the US and NATO in our country.
Special operations forces and the support of our special operations forces is a very strong point in our agenda. We are now talking about the deepening of the F-16 program, and we are in the process of acquiring the [Joint Air-to-Surface Standoff] missile to be mounted on F-16s.

Russia Threatens Military Intervention, Says U.S. Pulls the Strings
“ This is exactly the same pattern of rhetoric we saw when Russia invaded Crimea.”
“Russia’s Foreign Minister Sergei Lavrov has spelled it out plainly today — if ”legitimate interests” are threatened, Russia will militarily respond to the crisis in Ukraine. Lavrov said that the Easter attack on a checkpoint held by Russian-backed gunmen, and Kiev’s vow to renew its ”anti-terror campaign” to recapture buildings held by the separatists, were signs that the government in Kiev, which Russia considers illegitimate, has broken the Geneva agreement and cannot be trusted:
“If we are attacked, we would certainly respond. If our interests, our legitimate interests, the interests of Russians have been attacked directly, like they were in South Ossetia for example, I do not see any other way but to respond in accordance with international law,” he said.
“Russian citizens being attacked is an attack against the Russian Federation,” he told RT.
He also blamed the United States for the violence.
“There is no reason not to believe that the Americans are running the show,” said Lavrov, referencing US Vice-President Joe Biden’s visit to Kiev and its coincidence with the renewed counter-terror operation on activists in eastern Ukraine.
“It’s quite telling they chose the moment of the Vice President of the US’ visit to announce the resumption of this operation because the launching of this operation happened immediately after [head of the CIA] John Brennan’s visit to Kiev,” said Lavrov…
“Ukraine is just one manifestation of the American unwillingness to yield in the geopolitical fight. Americans are not ready to admit that they cannot run the show in each and every part of the globe from Washington alone,” said Lavrov, adding Washington’s “ready-made solutions” cannot remedy a crisis that it does not understand.
Lavrov’s statements are the latest in the slowly-escalating rhetoric coming from the Kremlin that many see as Moscow’s attempt to build the justification for war. For instance, after first denying that there were an unusual amount of Russian troops on the border with Ukraine, the Putin government then claimed that the troops were only there for training. Then Moscow claimed the troops had been withdrawn when they had not. Earlier this week, Putin’s office said that the troops were there as a defensive measure, ”as reinforcement against the background of what is going on in Ukraine.”Now Russia is admitting that the troops are prepared to go into Ukraine if needed to protect ”legitimate interests” are threatened.
Implicating the United States and other Western allies gives Russia the excuse to engage unilaterally to ‘restore order’ in eastern Ukraine if needed. This is exactly the same pattern of rhetoric we saw when Russia invaded Crimea. There, Russian troops, working with Crimean ”self-defence forces,” established checkpoints and took control of government buildings. First Moscow denied the presence of their troops on the Crimean peninsula, then said that Kiev and the West were not taking actions to stand up to radicals that were a threat to ethnic Russians, and then Russia officially (and illegally) annexed the peninsula.” http://www.interpretermag.com/ukraine-liveblog-day-65-kiev-relaunches-campaign-to-dislodge-separatists/#2408
Ukraine Will Establish Border Control With Crimea
“Despite the fact that Ukraine does not recognize Crimea as being part of Russia, Ukraine’s State Border Service will begin to treat the border between Crimea and the Kherson region as a border between two countries. The Russian news agency ITAR-TASS reports:
[SBU spokesman Oleg Slobodyan] said this decision had been made following Russia’s plans for the development of the Russian-Ukrainian border after the recent accession of Crimea and the city of Sevastopol to Russia. According to Slobodyan, frontier posts will be replaced with border check points if the Ukrainian government makes such decision.
On Monday, Prime Minister Dmitry Medvedev instructed the new head of the country’s border development state agency to oversee the development of border infrastructure between Ukraine and Russia, in view of the latter’s merger with Crimea and Sevastopol.” http://pressimus.com/Interpreter_Mag/press/2409
The Moscow Times – Russia Prepares For Possible Economic Isolation
“Russia will adjust its economic course to make the country less vulnerable to another possible wave of sanctions from the West and will look for new partners to diversify its hydrocarbon exports, said Prime Minister Dmitry Medvedev on Tuesday in an annual report to members of the State Duma.
The prime minister said that full economic isolation from the West would not be lethal for Russia, but he did confirm that the country was under massive pressure.
”For the first time Russia is under triple pressure — an unstable world economy, unfriendly foreign policy of several leading countries and our own limitations,” Medvedev said, by own limitations meaning a necessity of institutional reforms.
He said that any imposed restrictions on trade and economic relations are doomed to failure.
”If, however, some Western partners will go on with these measures we will do fine on our own and will win,” the prime minister said.” Läs mer på http://www.themoscowtimes.com/business/article/russia-prepares-for-possible-economic-isolation/498733.html
Barents Observer – Putin arms Arctic drillers
“Speaking to his top national security aides on Tuesday, Putin highlighted the need for an enhancedsecurity presence in Russian Arctic territories. According to the president, oil production facilities, loading terminals and pipelines “must carefully be protected against terrorists and other potential threats”. “There can be no trivialities in this work”, the president stressed”
“According to the new legislation, the Russian oil companies will from now on be entitled to establish their own protection units. Newspaper Rossiiskaya Gazeta believes the companies will end up hiring not “one hundred security guards”, but rather “thousands of well-armed people, equipped with automatic weapons, vehicles, vessels and aircrafts”. Most of the people are likely to be former military personnel, police officers and special forces agents, the newspaper writes.” http://barentsobserver.com/en/security/2014/04/putin-arms-arctic-drillers-23-04#.U1e7GlISFbl.twitter
The Moscow Times – Russia’s New War Technology in Ukraine
“The dismemberment of Ukraine is practically complete. President Vladimir Putin has created his ”New Russia” almost without firing a shot. What’s more, Putin has won a fundamentally new type of war, one tailored to the new conditions in the international arena. This new type of warfare has several key features.
Controlling the images that the media projects is important because casting yourself as the victim is far more important than achieving a military victory. To come out the winner in this scenario, you don’t have to shoot your enemy. All you have to do is either kill your own men — or provoke others into killing them — and then portray it as an act of aggression by the enemy with all of the attendant media spin.” Läs den mycket intressanta artikeln på http://www.themoscowtimes.com/opinion/article/russias-new-war-technology-in-ukraine/498729.html
Police: Body of Pro-Ukrainian Horlivka City Councilman found dead in river
“The Interior Ministry identified Batkivshchyna party Horlivka City Councilman Volodymyr Rybak as one of the two dead bodies found on April 19 in a local river of Slovyansk District in Donetsk Oblast.
Both victims, according to Serhiy Redko, first deputy of the Interior Ministry’s criminal investigation department, had the same cause of death: “combined injuries due to torture and death by drowning while unconscious.”
Rybak and an unidentified body were found on April 19 near the town of Raihorodok in the Torets River, a tributary of Siversky Donets River in Slovyansk District.
“The opposition Horlivka deputy who fought the separatists, and who was kidnapped in Horlivka…was found dead in Siversky Donets (River) near Slovyansk with a backpack filled with sand around his back and ripped stomach…Not Fascists, not separatists… (but) it was scoundrels and carrions (who killed him)… who should be obliterated by any means together with their imperial backers…Heroes never die,” wrote Batkivshchyna lawmaker Oleksandr Bryhynets on his Facebook page.” http://www.kyivpost.com/content/ukraine/police-body-of-pro-ukrainian-slovyansk-city-councilman-found-dead-in-river-344668.html
